Scroll bar auto-sliding to the right across all applications

I'm experiencing an issue where the scroll bar automatically slides to the right whenever I hover my cursor over it. This behaviour occurs consistently across all windows and programs, not just in a single application.


I'm using a Mac Studio, running macOS Sequoia 15.3.1.


Any ideas on what might be causing this or how to fix it?

The issue is with horizontal scrolling across alol applications. Example, in Finder the page continuously wants to roll to the right and stay there. In ITunes the time bar keeps moving forward (to the right) and keeps fast forwarding tracks.


Rather than being able to click and drag the horizontal scroll bar or time bar it just automatically moves to the right if the mouse cursor is on it. If you drag the bars to the left, it quickly rolls back to the right end
