Why do my photo albums empty without deleting them on my iPhone 13 Pro Max?
Where do the pictures go is there a setting to not remove voted from a album

Well, if you delete a photo from anywhere in the library, it also disappears from any albums they might be in, since albums only contain pointers to photos elsewhere in the library. Could that be what you are seeing?
Alternatively, you would see albums emptying on your iPhone if the photos were removed from the same album on another device(s) connected to the same iCloud Photos library, or if you hid the photos.
