First please refer to If your Mac restarts and a message appears - Apple Support.

A "Panic Medic Boot" is an indication that the Mac attempted to start subsequent to disabling all third party system modifications.

Please attempt to start that Mac in "Safe Mode" Start up your Mac in safe mode - Apple Support. If you can, and while in that mode, download and run EtreCheck. When EtreCheck finishes post its report in a reply. Instructions: How to use the Add Text Feature When Posting Large Amounts of Text, i.e. an Etrecheck Report - Apple Community.

After that, attempt to start your Mac again normally (not "Safe Mode"). It will probably crash again, so if you are unable to use it you will need to restart it in "Safe Mode" again. Reply with your observations.
