How can I use my Apple Gift Cards since they were banned in Singapore?

I live in Singapore and as of July 2024 the government has banned the sale or use (even after redeemed) of any gift cards. I have a few hundred dollars worth of gift cards that was credited to my account that should have been refunded to me in 1 working month but it has been 9 months and the money has not been refunded and is still sitting(locked) in my apple balance. I have apple pay and payment methods already set-up. I went to the apple shop in person and the customer service kept on telling me to just wait or something along those lines. I do not know what to do, has anyone faced a similar situation or know any way to get my money back?
