How can I fix Apple ID verification failed on my iPad Air 2 after a reset?

Hello all,

Reset my Ipad Air 2 the other day and when i went to download an app it wanted me to sign in via Apple ID, and it came up saying this message of "Verification Failed" (Image 1) since then i have tried everything ive read online

Payment up to date

Date and time set to manual (image 3)

IPad OS up to date (Image 2)

Reset network settings

Doing it on Mobile hotspot and MiFi

Each thing i've tried has not had any result. Then tried to open a chat with apple to solve the issue to be walked through the exact same steps i've already done. Hoping someone here has seen this issue and knows of a possible fix.

I dont own any other apple device since i got rid of my IPhone 2 years ago
