How do I resolve 'iTunes can't process buy in this moment' error when updating credit card information on Apple Store?

1. I recived a message from the icloud bill system from the app store about update the credit card information
2. I update the information of date and CVV.
3. The system said "i tunes can not process buy in this moment. please, do this later.
4. i have more than 10 day traying to pay

i cant update the credit card information. I recived a message from the apple store, Im trying to update but the system refused the information
