How to resolve 'Unable to associate your purchase' error for Microsoft 365 subscription on Apple?

I renewed my Microsoft 365 subscription via Apple (I have done this previously for years). When I try to use it says I need to activate. When I activate it I get an error message "Unable to associate your purchase" What do I do?
