I select and copy words from the web on Safari but they will not transfer to a blank on pages. How can I fix this problem

Simply try Command + V or Shift + Option + Command + V, which are the shortcuts for Paste and Paste and Match Style. The second one usually helps bypass any weird formatting issues.
Also, you can check if the clipboard is working properly by pasting into another app like TextEdit or Notes. If it doesn’t work there either, a quick restart might help.

Apple's TextEdit or even MIcrosoft Word are better at receiving web content as they are also designed to export it with varying degrees of competency. Apple did not design Pages to do the preceding and that can be problematic based on what you originate from Safari, or other web browsers. For the same web content, the choice of web browser can put different content on the clipboard based on what they are designed to format in their clipboard writing code.
Depending upon how Safari transformed what you copied to Rich Text Format (RTF) content on the clipboard, you may have better results initially pasting into TextEdit. Then, copy/paste the TextEdit result into Pages. Sometimes, depending upon that clipboard content, the choice of Pages paste operation may be the opposite of what you may expect.
Sometimes, the content that you copy/paste into Pages from web sources (Google, for instance), has incorrect text encoding and you will see boxes for each character.
