Unable to add Visa Activ Gift Card to Apple Wallet on iPhone 11

I’ve never had a issue adding gift cards to my wallet before but I can’t add one today visa Activ prepaid, it’s says invalid try again later

ive tried deleting the app, turning off my phone etc I have an iphone 11
