You may need to add a credit card? The credit card would not be charged as long as there is money in your Apple Account. The Gift Card is used to add money to the Apple Account and you don't make purchases directly with the Gift Card.
The region of your device must match the region of the bank for the credit card you add. That prevents users from changing the region of their device for purchases/services that would normally not be available to them in their region. Not all apps/services are available in every region.
