Unable to make purchases on the iTunes Store
Unable to buy anything via itunes or in app. Have enough funds and account is not locked. Even changing the payment method didn’t work at all.

Did you try to contact the Apple Support in your region? Only they can look into your personal data, to find the reason for that.
