A workaround might be to add a Header Row to the table, paste the logo image into a cell in that row (click the cell then paste), and increase the height of that row until the logo appears as you want. In 'Print Setup' (after File > Print) make sure 'Repeat table headers' is selected.

Numbers only supports text in the page headers, not images
