finger scrolling with magic mouse in inspector

This is only happening with a particular project as far as I can tell. In Logic Pro 11.1.2, finger scrolling with the mouse without clicking will move the fader and pan controls in the inspector, but nowhere else. I really don't want it to work in the inspector or anywhere, too dangerous for me. Anybody experiencing this? This was an old project updated to Logic 11.1.2. Thanks for any help.
