I’ve turned everything related off in Accessibility. I saw another report of this where there were 600 “Me too”s. This is obviously a bug Apple needs to fix. Would you please acknowledge that and stop giving the same old advice?

Am no expert in this area, yet your post to the community has gone unanswered for over a week now.
Seems to me, once Voice Control is set up, those who are blind may need immediate access to it at all times.
Voice Control can make navigation and use of devices possible, which is an amazing opportunity.
You may want to check whether Apple Support's online article (link below) can help:

Eg: one of the tips says:
"To turn Voice Control on or off after the initial setup, you can use "Hey Siri"

We are all Apple users, like yourself in this community, so no-one here can speak for Apple, no-one here gets to see what feedback is sent to Apple, and Apple is unlikely to see or reply to your post here.
All feedback is carefully read and logged, and if others also experience a similar issue and let Apple know, there will likely be an update that addresses that issue. The more info., that Apple receives on which devices, device models, and OS versions are affected by a similar issue, the more likely we will see an update.
