Hi Phosphor_1963
welcome to this Apple (user-to-user) Community :-)
Re: "assistive access voice notifications not working": " ... I'm wanting to use a Voice Reminders app (Aida Reminders and Voice Reminders Max) to speak cues and prompts for someone who would benefit
greatly from this ... " "AA is blocking the voice reminder from playing at the set time."
Re: "Is this something that Apple could look at fixing please ?"
As we are all Apple users, like yourself, in this community, no-one here can speak for Apple, and Apple is unlikely to see your post here. (Apple's Accessibility contact options are listed at the bottom)
We'd like to help, however:

Seems you added the two third-party (non-Apple) Voice Reminders apps to Assistive Access.
ie: How to: Add, remove, and customize apps for Assistive Access on iPad - Apple Support
Eg: says:
We can "add apps that are specially designed for Assistive Access" on iPad

Re: "I've given full permissions to the Voice Reminder apps"
Eg: Above linked article says:
"Important: Some features, such as app access permissions and privacy information, work differently in Assistive Access. See Understand certain differences in Assistive Access.
More info: For iPad OS 18: Assistive Access User Guide - Apple Support
Wondering if you have contacted the apps developer(s) or manufacturer(s) for support ...
eg: Check whether or not their apps are designed for compatibility with Apple's Assistive Access. (Perhaps the apps may also require the use of VoiceOver / Siri ?)
I understand Apple provides accessibility guidelines for developers who choose to use them.

The best source of help for a product not made by Apple (a third-party product) is the company or person who made it—its vendor or developer:

Re: Is this something that Apple could look at fixing please ?
Apple's Accessibility support team can often help with Apple's accessibility features:
How to contact Apple for help with accessibility features - Apple Support
Apple also provides an Accessibility Support Website:
(NB: You can "Get Support" from the link at the bottom of their website:)
Accessibility Support - Official Apple Support
There is an avenue open for feedback on Apple's Accessibility features:
Eg: To provide feedback about an accessibility feature on an Apple product,
email the Accessibility team: accessibility@apple.com.
All the best :-)
