I orders an Apple e-gift card through Amazon and the recipient claims it never arrived , is there a way to track the purchase or can I see if the card hd been used ?

Check your Orders on your Amazon account on the Amazon website. Apple has no interaction with items purchased on Amazon even gift cards.
You can click on the Manage Gift Card option in the order listing, and then on "Resend" to resend the gift card.
No way to verify if it has been redeemed.
