Can’t clear “Recharge now” banner by carrier Airtel on iPhone

my carrier is pushing a banner that says:

DATA OVER, 0MB left! Recharge now

i’ve already:

•	rebooted

•	toggled airplane mode

•	disabled sim toolkit flash messages

•	checked carrier settings

but it’s stuck. is there any ios side fix, or is the carrier the only option?

As I understand it’s a space for carriers to push urgent emergency warnings (tornado, tsunami, etc.) but Airtel is using this to push spam
