iTunes songs won't play offline on iPhone despite paid subscription

Age old unsolved issue- despite paying every month, and ticking all the right boxes, no matter WHAT i do my itunes only works with an internet signal- i have used itunes since it actually started but the last two years nothing bar a handful of songs play now without an internet connection?
