MacBook Pros have not had upgradable RAM since 2012. They got soldered-in RAM when they got Retina screens. Apple kept the 13" 2012 non-Retina MacBook Pro in their new lineup until October 2016, during which time, several of its 13" Retina successors came and went. So in 2016, you could still buy a new 13" MBP with upgradable RAM – but only at the cost of being stuck with an old design.

MacBook Airs and 12" Retina MacBooks had soldered-in RAM from the very start.
