my Face ID & front facing camera have packed up on my iPhone 13 so I upgraded to a iPhone 15 the trouble is I can’t clear and reset my 13 to get rid of it. I notice this is a problem for a lot of people are Apple resolving this issue or am I stuck with a phone I can’t get rid of ?

If Stolen Device Protection is set to Always and your face ID is broken then you will need to restore the phone in Recovery Mode using a computer. See below.
