To reproduce this, I think you need to have at least two widgets (high power consuming ones such as Pinterest and Spotify) on one page. But when I’m paying $1000 for a phone, it should be able to handle at least this much.
It does not lag on 120 Hz mode, but when you turn on low power mode, it starts lagging incredibly a lot when you are swiping through the Home Screen.

Why would you expect “High Power Apps” (your own estimation) to perform normally in “Low Power Mode” ?
Low power mode is designed to delay or throttle internet traffic that would otherwise drain the battery. Not sure this behaviour is unexpected.
