New Apple Watch has issues with charger and hypertension

I received my new watch today, both phone and watch are on the latest software, the charging puck that came with the watch doesn't work, when I set the watch on the old style puck it recognizes and starts charging but on the new one it does not, and the hypertension feature which was basically why I bought the thing, is greyed out and unavailable. I live in the US, I am in the accepted age range with no hx of cardiac issues so idk why it won't work? I'm wondering if I just return it
