AirPod Pro 3 Keeps Switching Back and Forth Between Noise Cancellation and Transparency

I just got the new AirPod Pro 3 and whenever I go into the settings, it keeps switching back-and-forth between noise, cancellation, and transparency mode. It will continue doing this even a few seconds after I’ve exited the settings. Has anyone had this happen? It’s just constant back-and-forth between the two settings and I can’t get it to stop.
