Using Siri to Search and it won't

I have an iPhone SE and I seem to be having problems doing Siri searches as of late. I am running version 18.6.2. When I ask Siri to search for something, I get the reply "To allow web search content, you need to change settings on your device". In Siri settings, I have Talk to Siri enabled. Under Siri Responses, I have Prefer Spoken Responses. In the main Settings for Siri, I have the following buttons on: Allow Notifications, Show in App Library, Show when Sharing. Suggest Apps Before Searching and Show Listening Suggestions are turned off.

Under Search, I have DuckDuckGo turned on, and have turned Google on as well.

Under Privacy and Security, I have under Location Services, While Using. There are no passkeys access for web browsers. I never created a passkey so I don't think this is the problem.

Under Apps>Safari, I have both Siri and Search set up for Show App in Search, Show Content in Search, and Suggestion Notifications.

So as you can see, I've been everywhere I can think of with this. But perhaps there is yet another "stone to be overturned"?
