Strange problem after update on Tahoe. When i try move the file onto the folder, the file does not move. I have to repeat this 2 or 3 times sometimes

This appears to be a bug. If you drag-and-drop a file onto the folder icon in List view, it ‘misses’. If you drop the file onto the folder name it works (at least for me).

Have you shut down and restarted more than once..
Have you tried a Safeboot to sort anomalies...

Shut down your computer (Apple menu > Shut Down), wait a minute, then press any key turn it back on (note that this is different than a Restart).
If still occurring, see if the problem is present when you boot in safe mode, which disables 3rd party extensions and performs some system cleanup.

I have never used spring-loaded folders; and only use the List view...
This is true only if you have the option selected in Accessibility.
Thank you for this work-around. That worked for me too.
In column view drag-and-drop is working as expected. Only the list view seems to be buggy.
Additionally, when one hovers the drag over the list view folder name, the folder will open allowing one to release the drag and drop the file.
To undo a missed drag and drop on the folder itself, one can simply press cmd+Z and the file will return to its filesystem origin.
Since I only use Icon view, this is not an issue for me, but certainly can be for others.
Spring loaded folders is an awesome feature for me.
I often use to quickly move down a folder hierarchy.
It is easy to make a folder spring open immediately, by pressing the space bar, so one can set it the slowest, and then drag over it, and press space.
