Unable to store more than 7 GB of photos in Photos app on iPhone

In other words, what do you see on your phone when you take a new picture? What do you see when you try to add a new picture from Files or from a web site or from a text?
Are you using iCloud Photos?
Are you using "Optimize?"
In Settings>General>iPhone Storage, my phone shows 53GB use of 128 GB. What does yours show?
