Alerting emergency contact to prolonged iPhone inactivity

is there a function on iphone that detects prolonged lack of movement or activity that might indicate a medical event/emergency has occurred and alerts an emergency contact?

Sorry but no. The iPhone does not do that. But this workaround may be helpful. You can set up a person's iPhone to share their activity with you. At that point, you would have to keep an eye on it to watch for prolonged inactivity.

Another thought ... if the person in question has an Apple Watch, it can be set up to contact emergency services, then you (as the emergency contact) if a serious fall occurs.

If these are not enough to quell your concerns, you may want to look into emergency devices designed more for the situation you describe.
