Apple specifies that you can use Apple Intelligence to look at mail orders according to this Support page, but the option to turn it on is not appearing. I am on iPhone 17 iOS 26.

Please follow this path,
iPhone > Settings > Wallet & Apple Pay > scroll down > order tracking > Mail (Beta) > enable > if it is enabled, please momentarily disable and the enable again
From what I can tell, beta features are not available in Canada, as you surmise. Apple Support in Canada will know. In Canada call 1-800-263-3394
I’m having the same issue and am also in Canada with an iPhone 17 Pro. It seems the iOS 26 Beta features are just not available to me as I also don’t have access to Visited Places. I’m in Québec so I’m wondering if that’s the issue.
What mail app are you using? Are you allowing the app to share information with Apple Intelligence?
Do you seen any Apple Support documentation that the feature is available in Canada? If so, please provide a link.
I understand your issue, but many people look in the wrong place, hence the exact path. Do you have Apple Intelligence enabled? Are you in the US? Have you traveled recently? Do you use a VPN?
The feature is in beta and that in itself could be the entire issue.
There is no option for Mail (Beta). That's my problem, it doesn't appear. I'm on the latest iOS version.

Yep, just Apple Mail with everything enabled (except for the missing toggle)
