Calls from jail jump straight to iPhone 13 voicemail

When receiving a call from a jail any jail or prison every time the call jumps straight to voicemail and doesn’t show up in recent calls. iPhone 13 carrier has troubleshooting and they see no reason for the problem, except this phone. How do I fix this?????
