Voice Control keeps activating on iPhone despite being turned off

Hey, I’m writing here because I’m starting to lose my patience. I can’t turn off the voice control option. My headphones keep calling people on their own. I’ve already tried everything - watched a bunch of tutorials, and nothing works. Even though the option is supposedly turned off, it still keeps activating. Why won’t the iPhone let me disable this annoying feature? Honestly, I’m this close to throwing the phone away - that’s how much it’s driving me crazy…
