In Finder icon view, is there any way make the space between icon lines narrower?
Seems the space between the image lines is set to a certain minimum height, which is unnecessary high and creates useless white space and scrolling up and down.

Finder > View menu > Show View Options (or Command-J), there is an option to set grid spacing.

Just to add, I never use Icon View but you can make the icons smaller in Finder > Show View Options… which would reduce the amount of scrolling.
Sorry I didn't mention Grid Spacing as well. I thought you would see it when you opened View Options. 🤔
It's possible to change the spacing of icons in the Menu Bar using third-party apps such as Onyx.
