When I upgraded my M1 macbook pro to Tahoe, the Menu Bar is always visible. When I go to the Menu Bar Settings in System Settings and toggle the Show Menu Bar in Background there is NO change. The Menu Bar is always visible. I have Tahoe 26.0.1.

No idea what would cause that.
Try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.
Make sure System Settings > Accessibility > Display > Reduce Transparency is disabled.

Did Safe Mode. Problem persists. No change. I also just upgraded another machine to Tahoe, my M1 iMac, and it is having the same problem.
