I'm resident in Jersey in the Channel Islands, we are not part of the United Kingdom. I would like to know why we're being charged UK VAT for our iCloud storage?

Is your “Apple Account” region configured for Jersey (or at least as a Crown Dependency) ?
I would be surprised if Apple had a split recognition for the Channel Islands. I know that I have seen posts in the past from people on other dependencies (e.g., French ones) that were basically using the home country's services. In that case, while Apple could technically split off a custom tax levy (as is done for USA states), for some reason they have not. I've been seeing topics like this for decades now.
You might want to direct that question to Apple, or to your local tax authorities.
