creating a folder in numbers

Folders are an artifact of the file system, therefore this would be handled in the Finder.

Go to where you want your folder to be created (e.g. your Documents folder) and choose File -> New Folder.

Rename the folder to something appropriate for your project/organization.

If you have existing documents, drag them into this folder. For new documents, you can navigate to this folder when you first save the spreadsheet to have the document saved there.

Assuming you mean the pop-up menu that appears when you click and hold on Numbers' icon in the Dock? You don't.

Numbers adds recent documents to this pop-up menu, but it won't (as far as I'm aware) put a folder in this list.

You can add the folder itself to the Dock (just drag the folder icon in the Finder to the dock (between any existing application icons). Clicking (and holding) on this folder icon will give you a pop-up showing the files inside, and selecting one of these will launch Numbers.app, but that's as close as I think you can get.

If this is something that needs to happen within the spreadsheet and is not an occasional manual operation, Numbers does not include a macro language, though it can invoke manually-added AppleScript scripts:

And that AppleScript can perform various local functions.
