Unable to pair Apple Watch Series 5 with iPhone 16 due to internet connection issue

im trying to pair my apple watch (series 5) with my iphone16 but the pairing is not completed until the watch it updated which when I click update watch and it’s checking for the update it says it cannot because I’m not connected to the internet. I am connected to the internet and when I click skip update it says the pairing will be undone. I have “paired” it and unpaired it several times and restarted both devices. How can I update the watch when it won’t go past the “continue with iPhone” face.
