When I follow the instructions to turn on the location services on my 2025 MacBook Air which is completely up to date, I am unable to do so through Safari. I keep trouble shooting with similar posts I've found on here so please don't tell me the generic steps. I recently updated to macOS Tahoe and now I'm having this issue.

reply, ahead of time, what it is you have already done?

The idea Safari controls 'Location Service' from outside
is rather odd; in and of itself.

"Control access to the location of your Mac When you turn on
Location Services, you allow apps and websites to gather and
use information based on the current location of your Mac. Your
Mac determines its location using info from local Wi-Fi networks.

Specify which apps and system services can use Location Services
1.On your Mac, choose Apple menu 
> System Settings, click Privacy & Security 
in the sidebar, then click Location Services. (You may need to scroll down.)
2.Turn Location Services on or off for each app in the list.
you turn off Location Services for an app, you’re asked to turn it on again the next time that app tries to use your location data.
3.Scroll to the bottom of the list of apps to reveal System Services, then click the Details button to see specific system services that use your location.
To allow the location of your Mac to be used by Siri Suggestions and Safari Suggestions, turn on Suggestions & Search.
To allow your Mac to identify places significant to you and provide useful related information in Maps, Calendar, Reminders, and more, turn on “Significant locations.” Significant locations are encrypted and can’t be read by Apple. Click Details to view a list of locations that have been identified. You can select and remove locations from the list or click 
> Clear History to remove all the locations.
