iTunes Store music not transferring to new iPhone 17 Pro Max

Recently upgraded from 16 pro max to 17 pro max. Used apple automated setup. Some music previously purchased from iTunes Store did not download. Got approximately 68 GB of 76 GB. Song titles are greyed out on 17 pro max. When I try to play song I get message "This item is not currently available in your country or region."

I can download songs to Music in iTunes Store but it's tedious.

I have tried rebooting and logging in and out of Apple account.
