What you want to do is not possible. You need to work things out with that family member. How are they able to ‘steal’ your debit card? Why can’t you protect it and keep it from them? You have a relationship problem, not a Wallet problem.

Ask the debit card issuer (bank?) to issue you a new card and cancel the old one.
Are you sharing your Apple Account (formerly Apple ID) with the person stealing your card?
