Forcing iCloud Photos and iCloud Drive to use external drive on Windows 11

I have a 2TB plan with iCloud. Byt my C: is TOO small to fit my iCloudPhotos folder locally. I need to be able to force iCloud to use external drive or VHDX drive, to offload both iCloudPhotos and iCloudDrive off my C: Drive.

Please tell me HOW to do this. This is not acceptable that it is forcing me to choose, keep photos, or delete them because I am OUT OF SPACE.

I have the same problem. My C: drive is the smallest because I only use it to run Windows. I install all my programs and games on my two much larger drives. These are also built into my computer. I don't understand why it's so difficult to solve this problem so that everyone can finally store their photos on a larger drive reserved for this purpose. Because there are so many of them, and as long as we live, there will only be more and more pictures. Since I have several terabytes of memories, this fills up my main drive, which is needed for the proper functioning of the system.

I love Apple products, phones, watches, tablets, but this... I couldn't remember why I hadn't used this app on Windows before. Now I know. So thank you, but I don't want to use it this way because it's USELESS.
