Apple Music library not syncing between iPhone 13 and iPad Pro

My iPhone 13 and iPad Pro sync everything perfectly. Except Apple Music library. The phone will not sync to the iPad. Checked and confirmed all the usual stuff; Ac log in, internet stability, sync toggle selected etc.

I can manually sync if I disable and then enable music syncing on the iPad. But that solution works only once.

Since everything else is syncing (mail, contacts, notes etc) seems like the problem is unique to the Music app.

any suggestions/thoughts? Thanks
