That's referring to your cellular voice and data service.

The phone will "answer the call" to ask the caller who they are, then present you with that information.

Unless you py your carrier by the minute for calls and have a very low data plan, it shouldn't be an issue.

I'm sorry, but your question doesn't make much sense. Rates? As in does it cost money to use the new call screen feature? If that's what you're asking, no, there is no cost. If that isn't what you're asking, please better describe what you'r actually asking.
