Since updating to Tahoe 26.0.1 the option to "open with" no longer appears when right clicking

yup now i feel like an idiot. All it took was a restart. Apparently something I hadn't done since tahoe was installed.

Yes it does. Try restarting.
It's there for me in 26.0.1.
Note that certain items (folders, aliases, applications) don't show it, because secondary-click is a contextual menu.
Try restarting your Mac.
