Airpods Notification Volume Too Loud

I have noticed occasionally that my airpods pro 2 notification volume will be significantly louder than any other media I have playing or than my system volume settings would dictate. I notice the issue most often when receiving and hanging up Google Voice audio calls on my iPhone 17 Pro Max (did not notice issue as often with my previous 14 Pro). A lot of the time, the volume for the ringing and hanging up will be normal, relatively quiet how I like it. However sometimes it will be ear piercingly loud for both the hang up and ringing sound, but the audio of the person on the other end will be a normal, comfortable volume. I started to think it was happening more often when I was listening to a Youtube video, rather than my usual Apple Music, but it happens just as often on both.
I have ensured that my general "Sounds and Haptics" > "Ringtone and Alerts" volume is set to a comfortable 25% during the day for calls. And I have also ensured that "Accessibility" > "Airpods" > "Tone Volume" has been set to a very quiet 25% as well. So I'm at a loss as to why they are so loud sometimes.
Editing to add that my usual audio volume is around 10-15% when listening to apple music, and around 25-40% depending on the video when on Youtube, but even if I listen to youtube at closer to the 25% the notification sound can still be super loud.
