Pasted items are from previous copy

Since updating to Tahoe, when I go to copy/paste, the paste is always from a previous copy. So, let's say I copy "the" then go to paste it. The first time, it will paste correctly, but then let's say I copy "we", when I go to paste, it pastes "the" then I can highlight it again and hit paste and it will paste "we". It does this almost every time I copy/paste. Is there something I can do to correct this, other than hitting paste multiple times?
