How to use Scribble with Pages in iPad Pro?

Hello and thanks for any help. I would like to use Scribble with Pages and move the palette to the top of the page but it moves back to the bottom of the page whenever I try to drag it. In Notes, I can drag the palette to either side or the top of the screen. I’d rather use Pages so I can see the individual pages, but I keep hitting the palette at the bottom with my arm. Am I missing something or is this really impossible? Using Apple Pencil 2 and 3rd generation iPad Pro.

With Scribble enabled in Settings, and when you initially tap on the open Pages document with the pen tool, its tool bubble is minimized at the lower left corner. You can click and drag it towards the top of that left margin and it will expand downward and remain open there. Or, you can drag directly and release near the top of the open document and it will remain open there while obscuring the ruler. It will not position higher than that.

Thank you - but mine is not behaving that way. I have turned auto-minimize off and on, dragged it by the center and the ends, tried with Scribble on and off in settings, and each case, it will not stick to either side or the top. It just pops itself down to the bottom of the page again. I have Apple Pencil 2, iPadPro 34rd Gen, iOS 18.16.2, Pages 12.1. Perhaps I need newer.Anyone have any other ideas?
