AirPod Pro 3 won’t translate.

When I try to activate Translate, I continually get a message to download languages first. Languages are already downloaded. I’ve spoke to Apple Support on three different occasions, and the problem still exist. When I go into Google Translate, it works fine but not through the AirPods Pro 3. Obviously the languages are downloaded. I have all the iOS updates. I bought two pairs and my Spanish-speaking partner doesn’t have any problem except She can’t set her phone back to Spanish.
