I pulled out some old notes from a previous employer and this is what I have,

An IMSI number stands for “International Mobile Subscriber Identity,” and it is a unique number used by cellular networks to identify individual mobile subscribers. The IMSI is stored on the SIM card and typically contains 15 digits (though it can be shorter in some regions). It consists of three parts:

  1. Mobile Country Code (MCC): 2–3 digits identifying the country.
  2. Mobile Network Code (MNC): 2–3 digits identifying the operator.
  3. Mobile Subscription Identification Number (MSIN): the remaining digits uniquely identifying the subscriber within that network.
  4. Networks use the IMSI to authenticate and authorize devices, allowing users to access mobile services.

The IMSI itself is rarely sent directly over the network for privacy reasons; temporary numbers like the TMSI are often used to conceal it. Devices called IMSI-catchers (e.g., Stingrays) can intercept IMSI numbers, posing privacy risks.

wikipedia probably has more information and would be more current perhaps.
