After a bit of research, it’s clear why IMSIs are not readily accessible, as they certainly could be mis-used for nefarious purposes.
I pulled out some old notes from a previous employer and this is what I have,

Yes, I work at a correctional facility and this is used to track and secure the phone if it should fall into an incarcerated persons hands.
