I keep being asked to verify account on Windows PC icloud

When I start up my PC I get a message asking me to verify my icloud account.

I receive the prompt on my iPhone and enter the code provided which is accepted. It then asks me to do the same again in a short while. I go through the process again but I still get a message on the home page of icloud that I need to verify account.

I can access all files on OneDrive and emails despite the warning message still showing.
