I have an audio file I am trying to restore, but it has severe crackling sounds and pops. I wonder is there is a tool dedicated to it on Logic Pro.

Logic does not have a restore plug in however, there are many free 3rd party ones out there. I like the izotope stuff.
One way to clean it up is using the Equalizer in Logic Pro. I'd slow down the track and stretch it horizontally so I could zoom in and see exactly where the pops and cracks are spiking/dipping. Using an EQ, you can surgically clean those unwanted sounds out. That's old school and it still works.
Is there an Audio Unit or plug-in for Logic Pro to remove crackle an pop sound from a recording, like old vinyl record?
