Airpods pro 2 are not part of my icloud

I recently bought a pair of refurbished airpod pro 2s. They are supposedly paired to me as the pop up saying "Rowan's Airpods". All of their features work perfectly. However, every time I open the case they ask other people to pair. I have factory reset them and have the newest version of iOS. They do not show up on my apple icloud. How do I get them to?
